These SacSewer ordinances set forth requirements for the use of the collection and treatment system. Below, you’ll find current ordinances and any proposed ordinance amendments.
SacSewer updated its Collection System and Treatment and Resource Recovery Ordinances to improve clarity, align provisions, reflect current practices, and meet regulatory requirements. The 2025 updates do not include any changes to rates or fees and were last amended on July 9, 2025.

Collection System Ordinance
- Defines uniform requirements for design, construction, and use of the sewage collection system
- Provides for the enforcement of these requirements and establishes penalties for violations
- Defines responsibility for sewer collection system maintenance
- Establishes the rates and fees for users of SacSewer’s facilities

Proposed 2026 SacSewer Amendments
SacSewer is proposing that the Collection Ordinance and Treatment Ordinance be merged into a single cohesive document, the Sacramento Area Sewer District (SacSewer) Ordinance. The 2026 updates do not include any changes to residential, commercial, or industrial rates or Treatment sewer impact fees. However, adjustments are proposed for Collection System impact fees and Liquid Waste Hauler billing rates.
SacSewer proposed organizing the SacSewer Ordinance into four sections:
- Part 1 – General Provisions: Establishes the scope, objectives, applicability, effective date, definitions, abbreviations, legal requirements, and other administrative provisions.
- Part 2 – Treatment and Resource Recovery: Contains most requirements previously included in the Treatment and Resource Recovery Ordinance.
- Part 3 – Collection System: Contains most requirements previously included in the Collection System Ordinance
- Part 4 – Adoption and Effective Date: Carries forward the existing language related to the adoption and effective date of the merged Ordinance.”
Public Comment
A public hearing for the proposed adoption of the 2026 Ordinance Amendments by the Board is anticipated to take place on May 27, 2026, at 700 H Street, Sacramento, CA 95814. Customers may submit comments to Marina Deligiannis at deligiannism@sacsewer.com or attend the public hearing
