What is AB 473, and which systems does it apply to?

AB 473 is a California law that took effect on January 1, 2023. It replaces the previous law, SB 272, and requires local agencies to list certain types of software systems—called “enterprise systems”—on their websites.

An enterprise system is a software or computer system that meets all of the following:

1. It collects, stores, shares, or analyzes information that the agency uses.
2. It’s used by more than one department or contains information about the public.
3. It’s the main system where original records are stored, also called a “system of record.”

Under the law, agencies must create a catalog of these systems and post it on their website.


Are any systems excluded?

Yes. Some systems are not included in this requirement. These include the following:

  • Cybersecurity systems, like firewalls.
  • Physical security systems, such as badge readers, security cameras, and building access controls.
  • Infrastructure systems that control things like street lights, electricity, gas, water, or sewer.
  • 911 and emergency service systems.
  • Systems protected by other privacy laws.
  • The specific records stored in these systems.
