Upper Lateral Loan Program
If an upper lateral fails due to aging pipes, root intrusion, or shifting soil, repairs and cleanup can be costly and unpleasant. SacSewer’s Upper Lateral Loan Program provides low-interest loans for property owners who need to replace or repair their upper laterals.
Property owners are responsible for the private sewer pipe serving your property, which is called an “upper lateral.” It connects your home to a “lower lateral” owned and managed by SacSewer. The upper lateral is located entirely on your private property, while the lower lateral is located within the public right of way (under the sidewalk and street) or the utility easement (typically along the rear edge of your property).
Upper Lateral Loan Program features

- If the property owner is enrolled in SacSewer’s Sewer Lifeline Rate Assistance Program, then no interest will be charged
